Engineering Tasks

The commissioning process represented in the industry standard ASHRAE guideline 0, details the scope and tasks of the commissioning authority.  However, some owners elect for a commissioning process that may not include all tasks or phases.  While this increases the risk accepted by the owner, it does not change the fact that the individual tasks meet the legal definition of engineering and require a state licensed engineer to be in responsible charge.
 
A commissioning process that includes ANY combination of the following tasks requires a state licensed engineer to be in responsible charge:
 
  • OPR development
  • Design Review
  • Specification Development
  • Submittal Review
  • Equipment/ System Inspections
  • Functional/ Performance Testing
 
A state licensed professional engineer is an owner's best assurance of quality commissioning services and a high performance facility.
